The final Scoping Report for the Fuleni Anthracite Project was submitted to the Department of Economic Development and Tourism (the Competent Authority) on 27 June 2014. On 15 September 2014, the EAP (Jacana Environmentals) received communication from the Department that the Scoping Report in its current form is not accepted, and that additional information is required in terms of further consultation with key stakeholders and revisions to the Plan of Study. A copy of the letter as well as the response is included in the Amended Final Scoping Report as Appendix C.

It is recognized that the Fuleni Anthracite project has stimulated interest and comments amongst a broad spectrum of stakeholders, including the local rural communities affected by the proposed development. Ibutho Coal believe it is therefore very important that adequate opportunities are created for affected communities to obtain information regarding the project and raise comments, concerns and suggestions, which have been and will continuously be encouraged throughout the process.  To this end Ibutho Coal took a decision to withdraw their Mining Right Application and resubmit the application. Please refer to Appendix C for the new acceptance letter.

The MPRDA required milestone for the project is as follows:

  • Submission of Scoping Report – 26 February 2015
  • Submission of the EIR/EMPr – 22 May 2015
